The document illustrates the main elements and evolutions of the regulatory scenario in Europe and in Italy, in the field of sustainable construction.

The document aims to illustrate the main elements and evolutions of the regulatory scenario in Europe and Italy, in the field of sustainable construction. Attention to energy saving e, more generally, towards the aspects related to the performance of the building are the issues most related to green building that, before others, they are addressed in the laws and regulations of the community and national institutions. These rules have consolidated current trends and opened up new market spaces.

D'altra parte, the definition of increasingly ambitious energy objectives, environment and sustainable development paved the way for investment programs relevant in these areas. The interventions that can result are many: from support for energy efficiency or construction made with new materials, from the encouragement of innovative activities to the green procurement of the Public Administration. A range of opportunities that the analysis of the legislation allows to foresee.

The work derives from the analysis of regulatory texts, mainly of laws and provisions of the Italian State, of the European Union and the Regions, scientific articles and research reports, after consulting institutional websites and thematic portals.

The document is organized in three sections.

The first focuses on european panorama by examining the acts characterizing the regulatory framework of the Union. A specific focus is then dedicated to the analysis of the guidelines of the new programming 2021-2027 on the subject of sustainable construction and al European Green Deal, what opportunities for investments in sustainable construction.

In the second section the Italian regulatory context, describing its peculiar characteristics and recent pushes towards a broader green modernization for the PA in the context of public procurement with the introduction of minimum environmental criteria.

The last section focuses on the analysis of regional competences on sustainable construction and environmental sustainability certifications.
