The European Commission has published the Renovation Wave strategy to improve the energy performance of buildings

The European Commission published the strategy today Renovation Wave to improve the energy performance of buildings. The Commission aims to at least double renovation rates over the next ten years to reduce energy and resource consumption in buildings: this will improve the quality of life of the people who live there and use them, greenhouse gas emissions released in Europe will decrease, digitization will take a leap forward and the reuse and recycling of materials will intensify. By 2030 could be refurbished 35 millions of buildings and created up to 160 000 new green jobs in the construction sector.

The strategy will give priority with three sectors:

  • decarbonisation of heating and cooling;
  • fight against poverty and energy inefficiency;
  • renovation of public buildings such as schools, hospitals and offices.

The Commission proposes to remove the existing obstacles along the restructuring chain - from the conception of the project to its financing to the completion of the works - with a series of policy measures, financing instruments and technical assistance arrangements.

In a nutshell, le main actions of the strategy include:

  • strengthen the rules, standards and information on the energy performance of buildings;
  • ensure access to targeted funding;
  • increase the capacities needed to prepare and implement restructuring projects;
  • expand the market for sustainable construction products and services;
  • create a new European Bauhaus, interdisciplinary project co-directed by an advisory committee of external experts;
  • develop proximity solutions. The strategy also includes an initiative to promote affordable housing for 100 districts.
